Secret of Great Eagle’s Bow in Tears of the Kingdom (TotK)
To acquire the Great Eagle Bow, you must activate the side quest, "Legacy of the Rito". You need to talk to Teba, Tulin's father, to do this side quest. When Teba gave Tulin the Great Eagle Bow before he and Link set out to stop the blizzard, he felt the need to create another one for himself. Link means him. When you speak with Teba, he will ask you to find all the materials and bow needed to construct the bow.

3 x Diamonds
5 x Bundles of Wood, and
1 x Swallow Bow.
Where to Find a Swallow Bow in Tears of the Kingdom
If you plan to visit Swallow Bow, you will need a material or tool that can melt ice caps before you travel to the location on the map below. The Pikida Stonegrove Skyview Tower is located northeast of Rito Village, east of the Hebra Mountains, and west of Tabantha Tundra. When the tower is activated, Link can glide back toward Rito Village, locating Hebra Peak in the Hebra Mountains.

The coordinates (-2639,2702,0508) are just below the peak. When you glide down to this section of the mountain, you'll see two ice caps next to each other. When you spot these two ice caps, you are at the right place and need to land there. It is the right-hand icecap that needs to melt. A treasure chest containing the Swallow Bow can be found inside.
